According to Section 38.3 of Part III of the United Nations Manual of Tests and Criteria, lithium batteries must meet specific safety standards in order to be carried on aircraft. The following are specific regulations:

Portable lithium batteries: Passengers can carry portable electronic devices (such as cameras, mobile phones, laptops, tablets, etc.) containing lithium metal or lithium alloy batteries with a lithium content not exceeding 2 grams, or lithium-ion batteries with a rated energy not exceeding 100Wh, as well as backup batteries. The total number of portable electronic devices carried by each person shall not exceed 15, and the total number of spare lithium batteries shall not exceed 20.

Restricted lithium batteries: With the approval of the airline, passengers are allowed to carry portable electronic devices containing lithium metal or lithium alloy batteries with a lithium content exceeding 2 grams but not exceeding 8 grams, or lithium-ion batteries with a rated energy exceeding 100Wh but not exceeding 160Wh. Each passenger is not allowed to carry more than two spare lithium batteries of this type, and they cannot be checked in.

Prohibited lithium batteries: It is prohibited to carry or transport lithium metal or lithium alloy batteries with a lithium content exceeding 8 grams, or large lithium batteries with a rated energy exceeding 160Wh, as well as electric balance bikes powered by lithium batteries (excluding wheelchairs equipped with lithium-ion batteries).

Protection measures for lithium batteries: Electronic devices containing lithium batteries must be completely turned off, and backup lithium batteries must be individually protected to prevent short circuits. They can be placed in the original retail packaging or insulated in other ways. For example, tape the exposed electrodes or place each battery in a separate plastic bag or protective box.

Use of power bank: It is prohibited to use a power bank for charging during flight, as the pressure inside the cabin and on the ground is different. Using a power bank for charging may cause changes in the lithium battery, leading to heating or even spontaneous combustion.

The carrying method of lithium battery pack: Lithium battery pack can only be carried as hand luggage and cannot be placed in checked baggage. Because lithium batteries are susceptible to compression and high temperature environments during transportation, they may short-circuit or even explode, posing a serious threat to flight safety.
